Carla Ruff's safe-deposit box was drilled, seized, and turned over to the state of California, marked "owner unknown," even though the papers in the box had her name on them and she had been paying for the box. Her important papers in the box were shredded and the jewelry given to her by her grandmother had been sold for pennies on the dollar.
